Apni Chhat Apna Ghar Program: A New Era of Housing Relief in Punjab (2026)

The dream of owning a home is a fundamental aspiration for every family in Pakistan. However, with the escalating costs of construction materials and real estate, this dream has often felt out of reach for the average citizen. Recognizing this challenge, the Government of Punjab, under the visionary leadership of Chief Minister Maryam Nawaz Sharif, has launched and recently expanded the "Apni Chhat, Apna Ghar" program.

This flagship initiative is not just about building new houses; it is a comprehensive social welfare project designed to provide dignity and security to millions. By offering interest-free loans and flexible terms, the government is making homeownership a reality for low-income and middle-income families across the province.

Expansion of the Scheme: Beyond New Construction

Initially focused on the construction of new homes on empty plots, the scheme has seen a historic expansion in 2026. Chief Minister Maryam Nawaz has directed that the program's scope be broadened to address the diverse needs of the population. The loan is no longer restricted to just "new" houses; it now covers:

  • Home Expansion: For families needing more space.
  • Renovation & Improvement: To repair and upgrade existing structures.
  • Separate Homes for Joint Families: Supporting the transition to independent living while maintaining family ties.
  • Completion of Unfinished Structures: Financial aid to finish houses that were halted due to lack of funds.
  • Adding New Floors: Specifically targeting urban density by allowing "plus one" floor additions.

Key Financial Details & Loan Categories

The "Apni Chhat, Apna Ghar" program is distinguished by its interest-free (Riba-free) nature, ensuring that the financial burden on the borrower remains manageable. According to the latest 2026 guidelines, the loan categories are divided to cater to specific needs:

Category

Maximum Loan Amount

Purpose

New Floor Addition

Up to Rs. 15 Lakh

For adding a new floor (roof) to an existing house.

Home Renovation

Up to Rs. 05 Lakh

For building a new room, washroom, or general repairs.

Repayment Terms

The repayment model is designed with the "common man" in mind:

  • Interest Rate: 0% (Purely interest-free).
  • Installment Plan: Monthly payments are set at approximately Rs. 14,000, making it more affordable than most house rentals.
  • Grace Period: No installments are required for the first three months of the loan, allowing the family to focus on construction or renovation first.
  • Total Tenure: A flexible repayment period of up to 7 years.

Eligibility Criteria: Who Can Apply?

To ensure that the relief reaches the most deserving individuals, the Punjab government has set transparent eligibility standards:

  1. Residency: The applicant must be a permanent resident of Punjab, verified via a valid CNIC.
  2. Land Ownership: * Urban Areas: Must own a plot of 5 Marla or less.
  3. Rural Areas: Must own land up to 10 Marla.
  4. Family Status: The applicant must be the "Head of Family" as per NADRA records.
  5. Poverty Score (PMT): A household PMT score of 60 or less is generally required to qualify for the most subsidized tiers.
  6. Financial Integrity: The applicant must not be a bank defaulter and must have a clean criminal record.

How to Apply: The Step-by-Step Process

The government has digitized the application process to ensure transparency and eliminate the need for middlemen.

1. Online Registration

Visit the official ACAG Portal at acag.punjab.gov.pk. You will need to provide your Name, CNIC, and Mobile Number to create an account.

2. Form Submission

Once logged in, fill out the detailed application form. This includes:

  • Personal Information: Current and permanent address.
  • Property Details: Location and dimensions of the plot/house.
  • Financial Details: Monthly income and number of dependents.

3. Document Upload

Applicants must upload digital copies of their CNIC, property ownership documents (Fard or Registry), and a recent photograph.

4. Tracking & Selection

After submission, a tracking ID is issued. The selection is made through a fair, computerised balloting system. You can check your status on the portal or by calling the toll-free helpline at 0800-09100.

A "Golden Gift" for Joint Families

A significant highlight of the 2026 update is the focus on joint families. In many parts of Punjab, multiple generations live under one roof. The expanded program allows these families to obtain loans to build additional rooms or floors, preserving the cultural value of shared living while reducing overcrowding.

Chief Minister Maryam Nawaz has described this initiative as a "golden gift" for the people. With a target of completing over 160,000 homes by mid-2026, the Punjab government is making a historic stride toward ending the housing crisis.

Conclusion

The Apni Chhat, Apna Ghar program is more than just a financial scheme; it is a promise of stability. By providing interest-free loans for everything from minor renovations to full-floor additions, the Government of Punjab is empowering its citizens to build a better future. If you own a small plot or an unfinished house, now is the time to avail yourself of this historic relief and turn your house into a home.
